September 2026 Conditions Edition
HousingStabilityIQ is publishing four new county-level observations to make recent conditions easier to understand while preserving the published 2024 Score Edition. The release is deliberately not a score refresh, new ranking, or price forecast.
The source record
Each signal is pinned to an exact release period. That makes the September edition reviewable, prevents a later ingestion from silently changing its meaning, and keeps current observations separate from the structural score’s data vintage.

Rent benchmark
FY 2027 two-bedroom Fair Market Rent and its change from FY 2026. It is a program benchmark, not a local asking-rent forecast.
House prices
2025 FHFA annual county movement. It describes the observed period and does not project future home prices.
Stock and population
The change in county housing units alongside population from matched 2020 and 2025 Census estimates.
Permits
2025 estimated permitted units per 1,000 existing homes. A reported zero remains a reported observation, not a missing value.
Geographic interpretation
County profiles show their own observations. City profiles name the parent county and label every signal as county-level context; no county HPI or permit record is presented as a city measurement.
State and national views aggregate county records. Rent and HPI summaries use the median observed county value, while housing-stock and permit rates use summed county counts. Every view shows the contributing county coverage for each signal.
When an observation is unavailable, it remains unavailable. The release does not carry a prior period forward or substitute a score component.
What this does not do
The four September signals are explanatory context. They do not change the 2024 Score Edition, rerank city markets, create a current composite, or offer investment guidance. A future score update requires a complete, documented methodology and data-vintage review.
